Miloslav Katsarov, Ph.D., is a Senior Consultant Geologist with over two decades of experience in the mining industry. His comprehensive expertise spans mineral resource exploration and extraction, as well as concessions, regulatory policy, and public-private partnerships (PPPs).

Previously, Dr. Katsarov served as the Director of Natural Resources and Concessions at the Ministry of Energy in the Republic of Bulgaria. In this executive role, he successfully oversaw more than 500 concession contracts for extraction and managed over 300 research projects. His leadership equipped him with a deep, pragmatic understanding of complex regulatory frameworks and strategic resource management.

Prior to his tenure at the Ministry, Miloslav was the Head of the National Geological Survey of Bulgaria. His extensive background also includes significant contributions to academia, serving nine years as an Assistant Professor at the University of Mining and Geology “St. Ivan Rilski” in Sofia. He also engaged in scientific research at the Geological Institute "Strashimir Dimitrov" within the Bulgarian Academy of Sciences. Most recently, from 2023 to 2024, he served as an Advisor to the Minister of Energy of Bulgaria, focusing specifically on mineral resources management.
